學生團體促兩校撤港警廣告 Canadian Student groups urging universities to Stop Aiding Recruitment for HKPF

14個加拿大學生團體聯同19個加拿大港人組織,合共33個組織聯署促請卑詩大學以及多倫多大學移除香港警務處之招聘廣告,並呼籲其他加拿大大專院校切勿刊登相關招聘。內容如下:(紅底白字是聯署信內容,本報只是引述,絕非本報撰寫)

14 Canadian student groups and 19 Canadian communities, total 33 groups co-sign a joint statement to urge the University British Columbia and University of Toronto to stop aiding recruitment for Hong Kong Police Force, as well as urging other schools to not aiding relating recruitment.

促加國學府撤港警招聘廣告之聯合聲明
我等學生組織及地區社團,俱為支持香港民主發展之加拿大團體,現一致促請加拿大的專上學院拒絕香港警務處於校內求職平台招募學生的要求。我等亦特別呼籲卑詩大學 (下稱UBC) 及多倫多大學 (下稱多大) 應參考麥瑪斯達大學的做法,在學生提出疑慮後,盡快移除在求職平台上有關香港警務處的招聘廣告。
香港警方近年來因屢次嚴重侵犯人權及違反國際法而受外界廣泛譴責。國際特赦組織等多個人權組織,多次批評香港警察在拘捕及羈留示威者期間使用過度武力,甚至施以酷刑。自二零一九年六月起, 香港警方大規模逮捕了數以千計參與遊行示威的學生及公民,更以水炮車及日計千發的催淚彈攻打香港中文大學和香港理工大學。香港監警會國際專家組前成員亦批評,香港警察使用過分武力對待示威者,並促徹查及追究警方的行動是否恰當。隨着中國共產黨連番干預香港事務並肆意打壓異己,香港警隊已淪為其私人政治工具,暴力鎮壓香港人對民主的渴望和期盼。香港警察已名譽掃地,刊登其招募廣告只會令 貴校自取其辱。
由於香港警方行徑已招眾怒,在港的招募工作進展失利,故離岸招聘以求跑數,向海外大學生招手。然而,UBC 和多大仍然為虎作倀,容許香港警務處於其校內求職平台招募學生,實為協助香港警方提供人手打壓港人的人權和自由,與其一直倡導的加拿大核心價值不符。我等必須強調加拿大各專上學院不應允許獨裁政權及其政府機構在校園內招攬學生。
再者,香港警隊的招募職位因具誤導成份而被其他海外大學下架。種種證據顯示香港警察濫用職權,及故意侵犯港人之人權及自由。加拿大職業教育者和雇主協會 (CACEE) 在其針對專上學院的招聘道德準則中,指出提供就業教育的輔導人士有「解決任何可疑招聘行為的責任」。如 UBC 和多大無法澄清香港警務人員的真實工作, 貴大學應遵守專上學院的招聘道德準則,撤走香港警務處的招募廣告。
我等再次呼籲卑詩大學和多倫多大學重新考慮 貴校先前的決定,並從善如流,刪除香港警務處招聘廣告。否則, 貴校所捍衛的價值 (公平、正義及人權) 與聲譽將會受損,嚴重影響其正面形象。我等認為各大專院校亦應攜手捍衛不同地方的人權及自由,以及避免其學生誤其前途。

Joint Statement Urging Canadian Universities to Immediately Cease Aiding Recruitment for the Hong Kong Police Force

We are a diverse coalition of over 30 pro-democracy Hongkonger groups from across Canada. We write this statement to jointly urge all Canadian post-secondary institutions to immediately remove job postings for the Hong Kong Police Force (HKPF) from their respective online job boards and to discontinue any collaboration with these recruitment efforts. In particular, we urge the University of British Columbia (UBC) and the University of Toronto (UofT) to reconsider their earlier decisions to reject student calls for HKPF postings to be immediately removed. Moreover, we encourage universities to follow the example set by McMaster University, which removed HKPF job postings promptly after students raised significant concerns.[1]
The Hong Kong Police Force has been widely condemned for human rights violations in contravention of international standards. Amnesty International, among others, has criticized the HKPF’s disproportionate use of force and torture in police detention.[2] Since June 2019, the HKPF has arrested student demonstrators en masse, and laid siege to two major universities. International experts formerly part of Hong Kong’s police watchdog have criticized the body’s inability to hold the HKPF accountable.[3] As a result, Hong Kong police continue to enjoy impunity for their ongoing rights violations. These are not characteristics of a regular police force. As the Chinese government tightens its grip on Hong Kong, the HKPF has acted as a paramilitary force to violently suppress the democratic aspirations of Hongkongers, and accordingly has a tattered reputation.[4]
As a result, the HKPF has difficulty in recruiting new members  within the city, and has thus turned to overseas universities. By providing the HKPF a platform to recruit, UBC and UofT are therefore complicit in  human rights violations in Hong Kong by aiding and abetting perpetrators of state violence. This is completely unacceptable. Authoritarian regimes and their security forces should not be allowed to sustain their oppression by scouting for fresh recruits at Canadian universities.
Additionally, the Canadian Association of Career Educators and Employers (CACEE), in its ethical recruitment guidelines for post-secondary institutions, states that career educators have the “responsibility to address any questionable recruitment practices.”[5] The HKPF’s recruitment is extraordinarily unethical given their execution and whitewashing of innumerable human rights violations. We believe that UBC and UofT — by failing to address our concerns — fail to respect CACEE’s ethical guidelines, as well as their own commitments to respecting and protecting human rights.
Once again, we urge Canadian post-secondary institutions to reject job postings from the HKPF on their job boards. Inaction reflects particularly poorly on the reputations of UBC and UofT, and is antithetical to their stated commitments to equity, justice, and human rights. Rather than attempting to appease or profit from authoritarian regimes, Canadian universities should be protecting students from dangerous employers and ensuring that their job boards are not co-opted to enable human rights violations abroad.
