香港監察（Hong Kong Watch）舉行網上論壇，邀請得美國共和黨眾議員邱豪（Ted Yoho）、羅渣（Benedict Rogers）、公民黨梁家傑、本民前黃台仰等討論香港及國際局勢。
Hong Kong Watch’s webinar in today 10am (EST) invited U.S. Republican congressman Ted Yoho, Bendict Rogers, Alan Leung Ka Kit in Civic Party, Ray Wong Toi Yueng in Hong Kong indigenous to give a speech and discussing both Hong Kong and international situation nowadays.

多謝邀請我上嚟，可以喺德國上嚟webinar同大家講野，係我嘅榮幸。大家都知道，我係德國難民，唔經唔覺我都嚟咗兩年半。
Thanks for having me today. It’s my honour to speak to you from Germany. I amapolitical refugee in Germany, here for two and half years.
一年前，我喺德國聯邦議院發言，啱啱好係六四三十週年。有人問我，會唔會越嚟越多香港人逃出香港，我答佢，只要一日中国共產黨獨裁治港，我就一定唔會係最後一個。
One year ago, I spoke at the German Parliament, the Bundestag, for the 30 year anniversary of the June 4 Tiananmen massacre. I was asked whether I thought there would be more Hongkongers fleeing their country. My answer was: “I would not be the last, as long as Hong Kong is under the totalitarian rule of the Chinese Communist Party.”
過咗一年，根據報告至少二百五十個香港人喺全球申請政治庇護。加埋殺到嚟嘅國安法，我哋可以預視到繼一九八九年後香港最大嘅移民潮即將出現。
One year has passed and there are reportedly more than 250 Hongkongers seeking asylum all around the world. Given the upcoming legislation of the national security law, we are about to see the biggest wave of diaspora from Hong Kong since 1989.
每當諗到我地心愛嘅家鄉隨處可見催淚煙同埋香港人嘅血，我地呢啲難民就覺得好心噏。
Refugees from Hong Kong are in pain when thinking of the beloved homeland, now smothered with tear gas and with blood on the streets.
為回應北京單方面喺香港國安法，美國宣告一國兩制已失效。而家已經係一國一制。（編按，中國之內得習近平一個制，其他人都唔制。）
In response to the unilateral legislation of the national security law imposed by Beijing, the US has certified the dysfunction of One Country Two Systems, ( it is now One Country, One System).
美國會撤消香港特殊地位，無可避免地香港作為國際金融及貿易中心嘅江湖地位，以至香港嘅經濟都會因此而跌Watt。
The US will revoke the Special Status of Hong Kong. This will inevitably degrade Hongkong as an international financial and trading center and hit Hong Kong’s economy.
我相信，長遠嚟講，西方無得揀。中国打壓緊香港，而且一方面借香港特殊地位過橋搵著數，另一方面又將香港嘅自由揼落垃圾筒。我哋一定要堅持中国一定要喺本地同國際都負返責任。我哋嘅鬥爭短期內可能對香港造成傷害，但我相信香港會變得更強，同可以矯正中国。
Yet I believe, taking a longer view, the West has no choice. China is oppressing the people of Hong Kong and trashing Hong Kong’s freedoms while at the same time benefitting from Hong Kong’s special status. We must insist that China becomes a responsible actor both domestically and internationally. The fight may damage Hong Kong in the short term but I believe it is right and Hong Kong will emerge stronger in the long term and help China on the right path.
長久以嚟，北京利用香港走後門，用嚟吊住共產黨條命。講返過去嘅冷戰時期，五十年代韓戰果陣，中国共產黨利用香港突破美國封鎖，輸入包括石油等戰略物品，同埋獲取經濟利益。無香港，中共喺五六十年代一早俾美國封鎖到冧咗檔啦。
Hong Kong has long been used by Beijing as a back door for the survival of the Chinese Communist Party, going back to the last Cold War. For example, during the Korean War in the 1950s, the CCP used HK as a backdoor to break the US embargoes. Strategic goods ranging from fuel to medicine as well as financial resources. Without Hong Kong, the CCP could hardly survive the U.S. embargo during the 50’s and 60’s.
一直以來，美國制裁中共嘅漏洞，都係香港。
Hong Kong continues to be a loophole for U.S. sanctions imposed on China.
中国新設立嘅曠視科技，出名玩人面識別，入咗美國黑名單。佢啲科技用嚟做違反人權嘅勾當，喺新彊迫害維吾爾族人。過去十年，中共應用頂級科技去監控人民。喺新疆，中共應用大範圍嘅秘密應用人面識別系統去管制維吾爾少數民族。喺中国，人面識別系統已經結合咗快速擴展嘅閉路電視網絡。中共維持權力嘅手段，就係大規模監視人民。
China’s new start up, Megvii Technology, which is known for its facial recognition platform is blacklisted under the US Entity list, for the alleged involvement in human rights violations against Uyghurs in Xinjang. In the past decade, the CCP deployed state of the art technology to monitor its people.
In Xinjiang, China makes use of a vast secret system of advanced facial recognition technology to track and control the Uighurs minority. The technology of facial recognition is integrated into China’s rapidly expanding networks of surveillance cameras. Mass surveillance has been the CCP’s most effective mean to stay in power.
雖然曠視科技否認佢對新疆嘅所作所為，美國制裁防止咗佢喺紐交所掛牌。結果曠視科技就去咗港交所上市。呢個就係其中一個例子，解釋喺美國制裁緊一啲公司嘅時候，香港就走去幫中国執手尾。
Although Megvii Technology is in denial of its involvement in Xinjiang human rights violations, the U.S. sanctions prevented Megvii’s attempt to go public on the New York stock exchange. Instead Megvii has been trying to go public on the Hong Kong Stock Exchange. This is an example of how Hong Kong serves China’s interests when companies are under US sanction.
今日中国公司依賴香港作為反競爭本地市場與國際市場之間的窗口。例如上星期亞洲第二大企業騰訊喺香港發債籌款六十億美元，香港又做咗中国嘅美元提款機。
Today Chinese companies rely on Hong Kong to act as a screen between the anti-competitive state-subsidized domestic and international markets. For example last week, Tencent Holdings Ltd, Asia’s second largest company by market capitalisation, raised $6 billion in a U.S. dollar bond sale in Hong Kong. China uses Hong Kong as a cash machine to draw USD.
美國最新嘅「香港自治法」參議院版本由杜梶（Pat Toomey）提出，眾議院版本由邱豪（Ted Yoho）提出，將可堵塞此漏洞。但凡以融資等方式協助中国打壓人權之銀行，皆受此法例制裁。
The new US “Hong Kong Autonomy Act”, the Senate version introduced by Senator Pat Toomey and the House version introduced by Rep. Ted Yoho, will address these loop holes. It would penalize banks that do “significant transactions” with Chinese entities involved in suppressing Hong Kong’s freedoms and violate the city’s autonomy.
果啲同被制裁機構合作嘅銀行同埋金融機構，將會被禁止再對果啲機構提供金融服務。咁可以有效將果啲銀行踢出美國金融制度。美國一定要阻止來自中国嘅銀行，以及美元結算系統嘅制裁名單入面嘅銀行。
Banks and financial companies which work with these sanction entities would be banned from providing them with financial services. This could effectively cut those banks off from the U.S. financial system. The US must block Chinese banks and banks under the sanction list from the U.S. dollar clearing system.
上面嘅例子都係冰山一角，我都已經無爆中国點樣利用香港去輸入美國嘅敏感科技。一日香港仍然後美國制裁中国嘅漏洞，啲制裁嘅成效一日都係有限公司。中国會繼續利用香港去做佢自己嘅擴張。
These examples are just the tip of the iceberg. I have not mentioned, for example, how sensitive technologies have been imported from the US to China using Hong Kong as the back door. As long as Hong Kong remains a loophole for the US sanctions imposed on China, the effectiveness of sanctioning will be limited. China could continue to exploit Hong Kong for its expansionist purpose.
對香港嘅暫時傷害無人想要，不過美國必須去馬通過《香港自治法》，並以此制裁中国。香港人熱愛自由，並將尊嚴、自由及民主睇得好重。唔少香港人係焦土派。香港燒焦，中国就陪香港一齊火葬。
Despite the temporary damage to Hong Kong that none of us want, the US Congress should go ahead to pass the Autonomy Act, financially sanctioning China. Hong Kongers, are freedom-lovers and will always put human dignity, liberty, and democracy as our priorities. Some HongKongers adopt the strategy of Phoenixism: If Hong Kong gets burned, China would be burned with Hong Kong.
不過香港燒到燒山咁都好，到最後喺灰燼入面一定會好似鳳凰咁浴火重生。（編按：正如香港第一道曙光要喺鳳凰山先睇到。）
But we HongKongers will rise up from the ashes like a Phoenix.
只有我地果敢地去行呢條路，我地先有民主，香港先可以真正重生！多謝！
