為應對中国強加在香港的《香港國安法》，近日前港督彭定康發起，香港監察（Hong Kong Watch）執行之全球政要聯署譴責中国，達36國家逾700名政要參與。有份參與聯署之美國議員除了聯署表態外，更有實際行動支持香港。他們在參眾兩院推出《香港自治法》（Hong Kong Autonomy Act），包括共和黨參議員杜槴（Pat Toomey）、民主黨參議員范荷倫（Chris Van Hollen）、共和黨眾議員邱豪（Ted Yoho）、與民主黨眾議員畢舒曼（Brad Sherman）。
In response to “National Security Law” which China impose on Hong Kong, Hong Kong Watch implement the Chris Pattern led joint statement to support Hong Kong, which signed by over 700 MPs, policy makers and leaders in 36 countries. The U.S. MPs not only show their solidarity with Hong Kong though the joint statement, but also take concrete action. They will introduce “Hong Kong Autonomy Act” in Senate and Congress, by both Republicans and Democrats. They include Republican Senator Pat Tommey, Democrat Senator Chris Van Hollen, Republican Congressman Ted Yoho and Democrat Congressman Brad Sherman.
《香港自治法》將制裁金融機構，如有銀行在財務上協助違反《中英聯合聲明》及《基本法》之機構，則亦成被制裁的對象。一般來說，只要法案由共和、民主兩黨議員攜手提出，則是兩黨皆支持，必定通過之法案。
“Hong Kong Autonomy Act” would impose mandatory sanctions on individuals and banks that violate China’s obligations to Hong Kong under the Joint Declaration and the Basic Law. In general, the Act introduced by both Republicans and Democrats would definitely bypass.
